Measuring outcomes of an economic development strategy

The work:

The City of Sydney has an economic development strategy underpinned by a series of action plans for specific sectors: tourism, retail, education, start-ups and so on. While the City has been good in planning and implementing these actions plans, it required better information on their outcomes and what difference they had made.

The City engaged Nexus to assist with the development of an evaluation framework that measures the actual results the economic development strategy is achieving. The framework utilised the results-based accountability (RBA) approach and identified two levels of results:

  • outcomes for the community – a series of indicators to track the economic well-being of Sydney
  • outcomes of the City’s services – a set of measures to assess the impact on the City’s clients and recipients of its services.
